From Civic Landmark to New Community Hub – A £75m Redevelopment of Surrey County Hall

A landmark redevelopment is underway in Kingston upon Thames, where London Square Developments is leading the transformation of the iconic Surrey County Hall into a vibrant mixed-use destination. Originally built in 1893, the Grade II listed building has served as a civic centrepiece for over a century, with several extensions added up until 1987.

The ambitious project will see the sensitive conversion of the original structure into 292 apartments, alongside a number of new residential blocks within the grounds. The redevelopment will also include commercial units designed to bring new amenities and community services to the area—seamlessly blending history with modern living.

With a build cost of £75 million and a completion date set for August 2027, the project represents a significant milestone in the ongoing regeneration of Kingston upon Thames.

Given the project’s scale, heritage constraints, and mixed-use nature, finding structural warranty cover was no simple task. Appetite in the market was limited, but LBB stepped in to navigate these complexities and secure comprehensive cover for the client.

Working closely with London Square Developments, Approved Consultant Services, and ACS Engineering, LBB successfully placed warranty cover with A-rated LDi insurer Build-Zone. This ensures the project is fully protected, with Approved Consultant Services providing inspection and compliance auditing, and ACS Engineering leading on structural compliance oversight.
